In the U.S.A., advocates of academic freedom—the ability to pursue research unencumbered by government controls—have long found sparring partners in government officials who regulate technology trade. From concern over classified research in the 1950s, to the expansion of export controls to cover trade in information in the 1970s, to current debates over emerging technologies and global innovation, the academic community and the government have each sought opportunities to demarcate the sphere of their respective authority and autonomy and assert themselves in (...) that sphere. In this paper, we explore these opportunities, showing how the Social Contract for Science set the terms for the debate, and how the controversy turned to the proper interpretation of this compact. In particular, we analyze how the 1985 presidential directive excluding fundamental research from export controls created a boundary object that successfully demarcated science and the state, but only for a Cold War world that would soon come to an end. Significant changes have occurred since then in the governance structures of science and in the technical and political environment within which both universities and the state sit. Even though there have been significant and persistent calls for reassessing the Cold War demarcation, a new institutionalization of how to balance the concerns of national security and academic freedom is still only in its nascent stages. We explore the value of moving from a boundary object to a boundary organization, as represented in a proposed new governance body, the Science and Security Commission. (shrink)

Nursing Inquiry 2012; 19: 116–127 [Epub ahead of print]Finding middle ground: negotiating university and tribal community interests in community‐based participatory researchCommunity‐based participatory research (CBPR) has been hailed as an alternative approach to one‐sided research endeavors that have traditionally been conducted on communities as opposed to with them. Although CBPR engenders numerous relationship strengths, through its emphasis on co‐sharing, mutual benefit, and community capacity building, it is often challenging as (...) well. In this article, we describe some of the challenges of implementing CBPR in a research project designed to prevent cardiovascular disease among an indigenous community in the Pacific Northwest of the United States and how we addressed them. Specifically, we highlight the process of collaboratively constructing a Research Protocol/Data Sharing Agreement and qualitative interview guide that addressed the concerns of both university and tribal community constituents. Establishing these two items was a process of negotiation that required: (i) balancing of individual, occupational, research, and community interests; (ii) definition of terminology (e.g., ownership of data); and (iii) extensive consideration of how to best protect research participants. Finding middle ground in CBPR requires research partners to examine and articulate their own assumptions and expectations, and nurture a relationship based on compromise to effectively meet the needs of each group. We report two studies on the effect of implicitly versus explicitly conveying affirmation and denial problems about conditionals. Recently Evans and Handley (1999) and Schroyens et al. (1999b, 2000b) showed that implicit referencing elicits matching bias: Fewer determinate inferences are made, when the categorical premise (e.g., B) mismatches the conditional's referred clause (e.g., A). Also, the effect of implicit affirmation (B affirms not-A) is larger than the effect of implicit denial (B denies A). Schroyens et al. hypothesised that this (...) interaction is due to uncertainty in the case-wise affirmation of the contrast class of negated elements involved in implicit affirmations. In Experiment 1 we tested this hypothesis by manipulating the set size of the conditional clauses. The results confirm that binary sets, where the contrast class is a singleton, eliminate the differential effect of implicit affirmation and denial. With non-binary sets the interaction is not modulated by the scope of the contrast class (3, 5, 9 elements). Experiment 2 further investigated the role of contrast classes by using class inclusion to construct implicit affirmations (Mammal vs Mammal or Monkey) and implicit denial (No-Mammal vs Mammal or Monkey), in addition to the standard implicit problems mediated by contrast-class inclusion [(No-)Mammal/No-Mammal; Reptile; Snake). Findings indicate that class inclusion (Mammal/Monkey; Reptile/ Snake) only marginally affects performance, and is independent of the type of problem. This would suggest that the implicitness problem-type interaction is dependent on constructing contrast classes. However, the experiment failed to replicate the interaction, even on the subset of problems repeating the abstract letter/number format of Experiment 1. Moreover, with the natural binary set-sizes (vowels/consonants) the implicitness effect was eliminated entirely. (shrink)

In an age where diversity is increasingly accepted as a value as well as a fact, ethico-political cosmopolitanism should propose a notion of global unity that is composed of rather than imposed on difference. Jacques Derrida and Walter Mignolo offer different versions of this view of cosmopolitanism. Derrida’s version is based on his notion of “democracy to come”. He characterizes this notion as an “unconditional” or “quasi-transcendental” injunction. Mignolo castigates this injunction as an “abstract universal”. He offers instead “a (...) critical and dialogic” view of cosmopolitanism that is based more speci cally on the “colonial difference” or “border thinking” of Latin American subaltern groups. I argue that Derrida’s many implicit and explicit references to “voices” suggest a third alternative. This contender avoids certain problems in Derrida’s and Mignolo’s otherwise compelling views of cosmopolitanism. It also retains the universality of Derrida’s unconditional injunction but on the basis of the sort of worldly immanency urged by Mignolo’s border thinking. (shrink)

In this paper, I reinterpret Kant’s Transcendental Analytic as a description of a cognitive architecture. I describe a computer implementation of this architecture, and show how it has been applied to two unsupervised learning tasks. The resulting program is very data efficient, able to learn from a tiny handful of examples. I show how the program achieves data-efficiency: the constraints described in the Analytic of Principles are reinterpreted as strong prior knowledge, constraining the set of possible solutions.

Character judgments play an important role in our everyday lives. However, decades of empirical research on trait attribution suggest that the cognitive processes that generate these judgments are prone to a number of biases and cognitive distortions. This gives rise to a skeptical worry about the epistemic foundations of everyday characterological beliefs that has deeply disturbing and alienating consequences. In this paper, I argue that this skeptical worry is misplaced: under the appropriate informational conditions, our everyday character-trait judgments are in (...) fact quite trustworthy. I then propose a mindreading-based model of the socio-cognitive processes underlying trait attribution that explains both why these judgments are initially unreliable, and how they eventually become more accurate. The science of genetics is undergoing a paradigm shift. Recent discoveries, including the activity of retrotransposons, the extent of copy number variations, somatic and chromosomal mosaicism, and the nature of the epigenome as a regulator of DNA expressivity, are challenging a series of dogmas concerning the nature of the genome and the relationship between genotype and phenotype. According to three widely held dogmas, DNA is the unchanging template of heredity, is identical in all the cells and tissues of the body, (...) and is the sole agent of inheritance. Rather than being an unchanging template, DNA appears subject to a good deal of environmentally induced change. Instead of identical DNA in all the cells of the body, somatic mosaicism appears to be the normal human condition. And DNA can no longer be considered the sole agent of inheritance. We now know that the epigenome, which regulates gene expressivity, can be inherited via the germline. These developments are particularly significant for behavior genetics for at least three reasons: First, epigenetic regulation, DNA variability, and somatic mosaicism appear to be particularly prevalent in the human brain and probably are involved in much of human behavior; second, they have important implications for the validity of heritability and gene association studies, the methodologies that largely define the discipline of behavior genetics; and third, they appear to play a critical role in development during the perinatal period and, in particular, in enabling phenotypic plasticity in offspring. I examine one of the central claims to emerge from the use of heritability studies in the behavioral sciences, the principle of minimal shared maternal effects, in light of the growing awareness that the maternal perinatal environment is a critical venue for the exercise of adaptive phenotypic plasticity. This consideration has important implications for both developmental and evolutionary biology. (shrink)

This book represents the first major attempt by any author to provide an integrated account of the evidence for bias in human reasoning across a wide range of disparate psychological literatures. The topics discussed involve both deductive and inductive reasoning as well as statistical judgement and inference. In addition, the author proposes a general theoretical approach to the explanations of bias and considers the practical implications for real world decision making. The theoretical stance of the book is based on a (...) distinction between preconscious heuristic processes which determine the mental representation of 'relevant' features of the problem content, and subsequent analytic reasoning processes which generate inferences and judgements. Phenomena discussed and interpreted within this framework include feature matching biases in propositional reasoning, confirmation bias, biasing and debiasing effects of knowledge on reasoning, and biases in statistical judgement normally attributed to 'availability' and 'representativeness' heuristics. In the final chapter, the practical consequences of bias for real life decision making are considered, together with various issues concerning the problem of 'debiasing'. The major approaches discussed are those involving education and training on the one hand, and the development of intelligent software and interactive decision aids on the other. (shrink)

In both Metaphysics Γ 4 and 5 Aristotle argues that Protagoras is committed to the view that all contradictions are true. Yet Aristotle’s arguments are not transparent, and later, in Γ 6, he provides Protagoras with a way to escape contradictions. In this paper I try to understand Aristotle’s arguments. After examining a number of possible solutions, I conclude that the best way of explaining them is to (a) recognize that Aristotle is discussing a number of Protagorean opponents, and (b) (...) import another of Protagoras’ views, namely the claim that there are always two logoi opposed to one another. ‘Virtue signaling’ is the practice of using moral talk in order to enhance one’s moral reputation. Many find this kind of behavior irritating. However, some philosophers have gone further, arguing that virtue signaling actively undermines the proper functioning of public moral discourse and impedes moral progress. Against this view, I argue that widespread virtue signaling is not a social ill, and that it can actually serve as an invaluable instrument for moral change, especially in cases where moral argument alone does (...) not suffice. Specifically, virtue signaling can change the broader public’s social expectations, which can in turn motivate the adoption of new, positive social norms. I also argue that the reputation-seeking motives underlying virtue signaling impose important constraints on virtue signalers’ behavior, which serve to keep the worst excesses of virtue signaling in check. How is human social intelligence engaged in the course of ordinary conversation? Standard models of conversation hold that language production and comprehension are guided by constant, rapid inferences about what other agents have in mind. However, the idea that mindreading is a pervasive feature of conversation is challenged by a large body of evidence suggesting that mental state attribution is slow and taxing, at least when it deals with propositional attitudes such as beliefs. Belief attributions involve contents that are decoupled (...) from our own primary representation of reality; handling these contents has come to be seen as the signature of full-blown human mindreading. However, mindreading in cooperative communication does not necessarily demand decoupling. We argue for a theoretical and empirical turn towards “factive” forms of mentalizing here. In factive mentalizing, we monitor what others do or do not know, without generating decoupled representations. We propose a model of the representational, cognitive, and interactive components of factive mentalizing, a model that aims to explain efficient real-time monitoring of epistemic states in conversation. After laying out this account, we articulate a more limited set of conversational functions for nonfactive forms of mentalizing, including contexts of meta-linguistic repair, deception, and argumentation. We conclude with suggestions for further research into the roles played by factive versus nonfactive forms of mentalizing in conversation. (shrink)
